Lots of "Maintenance" and a big change to the interface

Refactored a bunch of code to make the RIS faster
Drupal core and module security updates
Split the African regions into sub-regions as per IUCNs request
Replaced the main map interaction with a faster menu based system that allows the user to get anywhere in 2 clicks.
Improved the tooltips and added more of them
